Emergency Utility Assistance Percentage of Income Payment Plan (PIPP) Enrollment/Reverification

Emergency HEAP-Winter Crisis Program
This program runs from November 1st through March 31st.  It provides assistance with utility disconnection, upcoming disconnection, and lack of bulk fuel during the heating season.  Eligibility is based on E-HEAP guidelines and income restrictions.  Personal interview required for application.

All appointments for both Ashtabula and Lake Counties must be made by calling toll free 1-866-223-1471. This is an automated system that can be called at any time of day or night.

Walk-in times are available on a limited basis.  Please contact 2-1-1 ACQIRE for more details about walk-ins.
 

Eligibility
The Emergency HEAP (E-HEAP) program is based on household income.   When an individual applies for E-HEAP assistance they are required to be enrolled in either the Percentage of Income Payment Plan (PIPP) or an alternate payment plan where applicable. The PIPP payment is calculated as a percentage of your monthly income. If this PIPP payment is made every month the customer will be able to maintain their utility service. It is very important to continue to pay your PIPP payments. The customer’s application will also be used to provide Regular or non-emergency HEAP benefits as well
.

The following is a list of items required for application:

A copy of the current utility bill (both pages) from both the gas and electric company showing any disconnection notice;
Verification of income for every household member for the past month 3 months & 12 months (payroll/check stubs, OWF, social security award letter, retirement, unemployment, a signed note from relative or individual who has given you financial assistance with your expenses, etc.) *
Photo I.D.;
Social Security Cards for all household members (We do not accept social security numbers written down on paper or copies of Social Security Cards. We must see the original card or a legal document in order to verify the social security number)
If renting: landlord’s name, address, phone number and monthly rent amount;
Case number if receiving cash assistance
Proof of disability if permanently and totally disabled
Proof of co-payment if necessary

*A special form is available from the Energy Assistance Office to obtain information from the employer if pay stubs are not available

If the service is off you need:
All of the above…plus…PRIOR to the appointment:

Contact the gas company to get a Pending Account Number.  If you have First Energy as your electric provider you must call and request a Letter 29.  This should be done at the time you make your appointment to ensure that it is available in time for your appointment.

Paid receipt showing payment for reconnect fee (if applicable)

 

If bulk fuel is used you need:
All of the above…plus…
Less than 10 day fuel supply
Receipt from bulk fuel company for last delivery

It is important to bring all necessary items with you to the appointment or we will not be able to complete your application and you will have to re-schedule.

Remember, the number to schedule an appointment is toll-free (866) 223-1471. Have a piece of paper and pencil ready when you call. You will also need to call this number if you need to cancel and re-schedule for any reason. Please write down the confirmation number you are given, you will need this for your appointment.

Summer Crisis Program
This program runs from June 1st through September 30th.  It assists with electric bill payments and providing of air conditioners during the summer cooling system.  Eligibility is based on medical necessity, age, E-HEAP guidelines and income restrictions.  Personal interview required for application.

Emergency Utility Assistance
Periodically other funds are available to assist with utilities.  Some of these programs are income restrictive, but all require a disconnect situation or lack of bulk fuel.  Customers would be referred for these funds based on availability and specific program eligibility guidelines.

An extended payment plan with regulated electric and gas utilities based on monthly income.  Applicants must be income eligible.
